Der Generalsekret\u00e4r ver\u00f6ffentlichte einen Bericht f\u00fcr die 59. Kommission f\u00fcr soziale Entwicklung zum vorrangigen Thema: \u201eSozialgerechter \u00dcbergang zu einer nachhaltigen Entwicklung: Die Rolle digitaler Technologien f\u00fcr die soziale Entwicklung und das Wohlergehen aller\u201c.<\/em><\/p>

Im gesamten Bericht sprach der Generalsekret\u00e4r die Forderung nach einer sozial gerechten Bewegung hin zu einer \u201einklusiven, gerechten, widerstandsf\u00e4higen und nachhaltigen Entwicklung\u201c im Kontext digitaler Technologien an.<\/p>

Der Generalsekret\u00e4r erkl\u00e4rte, dass die digitale Technologie das Potenzial hat, neue M\u00f6glichkeiten zur Erreichung von drei der Kernziele der sozialen Entwicklung zu bieten, darunter: Beseitigung der Armut, F\u00f6rderung produktiver Vollbesch\u00e4ftigung und F\u00f6rderung der sozialen Eingliederung. Der Einsatz digitaler Technologien zur Erreichung der sozialen Entwicklung wirft jedoch das Problem der digitalen Kluft auf. Nur 53,6 Prozent der Welt nutzen das Internet, knapp die H\u00e4lfte davon ohne Internet.<\/p>

Der Generalsekret\u00e4r betonte, \u201eniemanden zur\u00fcckzulassen bedeutet, niemanden offline zu lassen\u201c. Er schlug auch vor, dass \u201eironischerweise diejenigen auf der falschen Seite der digitalen Kluft oft die sozialen Gruppen sind, deren Wohlergehen durch diese Technologien am meisten verbessert werden k\u00f6nnte\u201c.<\/p>

Der Generalsekret\u00e4r sprach die vier gro\u00dfen Kategorien der digitalen Kluft an, darunter: Zugang, Erschwinglichkeit, F\u00e4higkeiten und Bewusstsein.<\/strong><\/p>

In Bezug auf den Zugang betonte der Generalsekret\u00e4r die Bedeutung des Privatsektors bei seinen Bem\u00fchungen um den Ausbau der IKT-Infrastruktur, insbesondere in l\u00e4ndlichen und abgelegenen Gebieten. Bangladesch und Myanmar steigerten ihr Breitbandangebot von 10 auf 90 Prozent, indem sie den Wettbewerb auf dem Markt \u00f6ffneten.<\/p>

Um die digitale Kluft zu schlie\u00dfen, muss der technologische Zugang bezahlbar sein. In Afrika betr\u00e4gt der Durchschnittspreis f\u00fcr Festnetzbreitband 64 Prozent des durchschnittlichen Einkommens des Kontinents. Um dieses Problem zu bek\u00e4mpfen, haben Orte wie Kolumbien Subventionsprogramme f\u00fcr einkommensschwache Haushalte durchgesetzt.<\/p>

Der Generalsekret\u00e4r erw\u00e4hnte, dass Qualifikationen ein weiteres Hindernis f\u00fcr die digitale Kluft sind. Der Generalsekret\u00e4r sagte, dass Schulen im Mittelpunkt der Bem\u00fchungen stehen, Einzelpersonen in digitalen F\u00e4higkeiten und Fertigkeiten auszubilden.<\/p>

Schlie\u00dflich ist Bewusstsein auch ein Hindernis f\u00fcr die digitale Kluft. Aufgrund der Knappheit an relevanten Online-Inhalten gibt es geringe Anreize, online zu gehen. Die F\u00f6rderung vielf\u00e4ltiger Online-Inhalte wird dazu beitragen, die digitale Kluft zu verringern.<\/p>

IBVM\/CJ konzentrierte sich in ihrer m\u00fcndlichen Erkl\u00e4rung auf der CSocD59 auf die Frage des Zugangs zu hochwertiger Bildung und deren Verbindung zum Zugang zu digitaler Technologie. IBVM\/CJ sammelten Informationen aus dem lokalen Netzwerk \u00fcber ihre Erfahrungen mit den Auswirkungen des ungleichen Zugangs zu digitaler Technologie auf den Zugang zu hochwertiger Bildung.<\/p>

Sie berichteten, dass w\u00e4hrend COVID-19 Bildung online gestellt wurde, was sich positiv auf diejenigen ausgewirkt hat, die Zugang zu digitaler Technologie haben.
