Das Sozialforum 2024 des Menschenrechtsrats der Vereinten Nationen fand vom 31. Oktober bis 1. November im Palais des Nations in Genf statt. Drei Mitglieder der spanischen Provinz-Delegierten des IBVM nahmen in unserem Namen teil: Marta Santos, ihre derzeitige UN-Provinzvertreterin, Cecilia O'Dwyer ibvm, die fr\u00fchere NGO-Vertreterin bei den Vereinten Nationen, und Maria Llinas, die derzeitige Direktorin der Fundacion Kambia. Wir danken ihnen f\u00fcr ihre Teilnahme und ihre Rede in unserem Namen.<\/p>

Das Sozialforum ist ein j\u00e4hrliches Treffen, das vom Menschenrechtsrat als einzigartiger Raum f\u00fcr einen offenen und interaktiven Dialog zwischen der Zivilgesellschaft, Vertretern der Mitgliedstaaten und zwischenstaatlichen Organisationen organisiert wird. Das vom Rat in diesem Jahr gew\u00e4hlte Thema konzentrierte sich auf den Beitrag der Entwicklungsfinanzierung zur F\u00f6rderung aller Menschenrechte f\u00fcr alle in Vorbereitung auf die 4. Konferenz zur Entwicklungsfinanzierung, die Ende Juni \u2013 Anfang Juli 2025 stattfinden wird.<\/p>

The forum discussed issues relating to the challenges and inequalities of the current international financial and trade systems from a human rights lens. The Council published their key recommendations “Integrating Human Rights into the International Financial Architecture Reforms<\/a>” calling on Member States to “put human rights at the heart of the international financial, debt and tax architecture.” The programme of work featured Panels of experts on key issues such as:<\/p>

\u2022 Internationaler Handel als Motor der Entwicklung
\u2022 Schulden und Schuldentragf\u00e4higkeit
\u2022 Mobilisierung inl\u00e4ndischer Ressourcen
\u2022 Inl\u00e4ndisches und internationales Privatgesch\u00e4ft und Finanzwesen<\/p>

Marta hielt eine Rede (m\u00fcndliche Stellungnahme) auf Spanisch bei den interaktiven Dialogen \u00fcber internationale Entwicklungszusammenarbeit und Mobilisierung inl\u00e4ndischer Ressourcen. Unser Schwerpunkt liegt weiterhin auf der Unf\u00e4higkeit der Nationen, insbesondere des globalen S\u00fcdens, bei den SDGs Fortschritte zu erzielen, da das internationale System ihre M\u00f6glichkeiten einschr\u00e4nkt, durch faire Besteuerung und Zugang zu einem fairen internationalen Finanzsystem inl\u00e4ndische Ressourcen zu beschaffen. Internationale Entwicklungszusammenarbeit:<\/strong>
Wir fordern eine UN-Konvention zur internationalen Entwicklungszusammenarbeit, die:
\u2022 Dem UN-Entwicklungsforum die Autorit\u00e4t verleihen, Normen und Regeln f\u00fcr die Verwendung und den Ablauf der Entwicklungszusammenarbeit festzulegen und die Steuerung der Internationalen Entwicklungszusammenarbeit (IDC) zu demokratisieren.
\u2022 Formulieren Sie das Narrativ rund um IDC neu: von Wohlt\u00e4tigkeit zu Gerechtigkeit und Wiedergutmachung, indem Sie historisches Unrecht anerkennen und ansprechen.
\u2022 Festlegung des UN-Ziels von 0,71 TP3B des BIP als Untergrenze f\u00fcr die H\u00f6he der Entwicklungshilfe, gleichzeitige Anerkennung der Billionen an nicht erf\u00fcllten Entwicklungshilfe- und ODA-Verpflichtungen als Schulden gegen\u00fcber den Entwicklungsl\u00e4ndern.
\u2022 Gew\u00e4hrleistung einer Universalisierung der Grunds\u00e4tze einer wirksamen Entwicklungszusammenarbeit.
\u2022 Konzentration der \u00f6ffentlichen Entwicklungshilfe auf die Armutsbek\u00e4mpfung und den Kampf gegen Ungleichheit, und Umkehrung der derzeitigen Zweckentfremdung solcher Hilfe.<\/p>

Mobilisierung inl\u00e4ndischer Ressourcen:<\/strong>
Wir sind davon \u00fcberzeugt, dass ein Rahmen\u00fcbereinkommen der Vereinten Nationen \u00fcber die internationale Zusammenarbeit in Steuerfragen (FCTC) eine entscheidende Chance darstellt, ein gerechteres und umfassenderes globales Steuersystem zu schaffen, das allen L\u00e4ndern, insbesondere den Entwicklungsl\u00e4ndern, dabei hilft, inl\u00e4ndische \u00f6ffentliche Mittel zu mobilisieren.
Wir fordern die UN-Mitgliedsstaaten dazu auf:
\u2022 Unterst\u00fctzen Sie die Mandatsbedingungen f\u00fcr die Aushandlung eines neuen Rahmen\u00fcbereinkommens \u00fcber die internationale Zusammenarbeit in Steuerangelegenheiten und beteiligen Sie sich konstruktiv an diesen Verhandlungen.
\u2022 Bekr\u00e4ftigen Sie Ihr Engagement f\u00fcr \u201eprogressive Steuersysteme\u201c im Einklang mit der Addis Ababa Action Agenda (AAAA), ber\u00fccksichtigen Sie Geschlechterfragen und versuchen Sie, die Ungleichgewichte, von denen die Entwicklungsl\u00e4nder betroffen sind, zu beseitigen.
\u2022 Richten Sie die \u00f6ffentliche Politik an den SDGs aus und f\u00f6rdern Sie Investitionen, die eine nachhaltige Entwicklung vorantreiben und Ungleichheiten verringern.
\u2022 Erm\u00f6glichen Sie die Teilnahme zivilgesellschaftlicher Organisationen an politischen und wirtschaftlichen Prozessen und f\u00f6rdern Sie die Entwicklung integrativer und hochwertiger Institutionen, die eine nachhaltige und gerechte wirtschaftliche Entwicklung gew\u00e4hrleisten.<\/p>
