Sitzung der COP (Conference of Parties) f\u00fcr die UNTOC (UN Konvention gegen die grenz\u00fcberschreitende organisierte Kriminalit\u00e4t) fand vom 12. \u2013 16. Oktober 2020 statt.\u00a0<\/p><p>Drei Mitglieder unseres IBVM\/CJ-Netzwerks waren vertreten, um uns zu vertreten. Sr. Imelda Poole ibvm (Pr\u00e4sidentin von RENATE), Adina Balan CJ (JPIC International Coordinator) und Cecilia O&#039;Dwyer (ehemalige NGO-Vertreterin bei den Vereinten Nationen) nahmen online an dieser hybriden Sitzung teil. Einige Vertreter von L\u00e4ndern und der Zivilgesellschaft waren in Wien anwesend, die \u00fcberwiegende Mehrheit aber online.\u00a0<\/p><p>W\u00e4hrend unser Hauptinteresse dem Menschenhandel zum Zwecke der sexuellen Ausbeutung galt, sind die Breite und Komplexit\u00e4t der verschiedenen bereits existierenden Formen des Menschenhandels mit Frauen, Kindern und M\u00e4nnern zusammen mit den neu entstehenden Formen unglaublich. Die L\u00e4nder stehen vor enormen Herausforderungen, um mit der sich entwickelnden Situation des Menschenhandels Schritt zu halten.<\/p><p>Es scheint, dass sich die organisierte Kriminalit\u00e4t so schnell und effizient anpasst und ver\u00e4ndert, dass sie in den meisten L\u00e4ndern die Kapazit\u00e4ten der Regierungen \u00fcbersteigt. Diese Situation wird durch das exponentielle Wachstum von Online-Lernmethoden versch\u00e4rft, wodurch Kinder und junge M\u00e4dchen zu den am st\u00e4rksten gef\u00e4hrdeten geh\u00f6ren.<\/p><p>Imelda und Adina haben beide Erfahrung mit den M\u00e4ngeln innerhalb des Systems und was getan werden muss, um es zu verbessern. Die Kapazit\u00e4ten von Regierungsbeamten, Gesetzgebern, Polizei, Richtern, Grenzkontrollbeamten, medizinischer Versorgung, Sozialhilfe und Zivilgesellschaft sind f\u00fcr eine wirksame Reaktion unerl\u00e4sslich und bleiben eine gro\u00dfe Herausforderung. Mit der Verbesserung der Kapazit\u00e4t und der Reaktion w\u00e4chst auch das Bewusstsein f\u00fcr die Notwendigkeit, dieses Problem aus der Menschenrechtsperspektive anzugehen, wobei die Opfer von Menschenhandel im Mittelpunkt des gesamten Prozesses stehen.<\/p><p>Cecilia hat in Zusammenarbeit mit sieben religi\u00f6sen NGOs in unserem Namen eine Erkl\u00e4rung abgegeben.
