Tres miembros de los delegados de la Provincia de Espa\u00f1a del IBVM asistieron en nuestro nombre: Marta Santos, su actual Representante Provincial en la ONU, Cecilia O&#039;Dwyer ibvm, la anterior Representante de las ONG en la ONU y Mar\u00eda Llinas, la actual Directora de la Fundaci\u00f3n Kambia. Les agradecemos su asistencia y su intervenci\u00f3n en nuestro nombre.<\/p><p>El Foro Social es una reuni\u00f3n anual organizada por el Consejo de Derechos Humanos como un espacio \u00fanico para el di\u00e1logo abierto e interactivo entre la sociedad civil, los representantes de los Estados Miembros y las organizaciones intergubernamentales. El tema elegido por el Consejo este a\u00f1o se centr\u00f3 en la contribuci\u00f3n de la financiaci\u00f3n para el desarrollo a la promoci\u00f3n de todos los derechos humanos para todos, en preparaci\u00f3n para la cuarta Conferencia sobre la Financiaci\u00f3n para el Desarrollo, que tendr\u00e1 lugar a finales de junio y principios de julio de 2025.<\/p><p>The forum discussed issues relating to the challenges and inequalities of the current international financial and trade systems from a human rights lens. The Council published their key recommendations &#8220;<a href=\"https:\/\/ibvmunngo.org\/wp-content\/uploads\/2025\/01\/ohchr-key-message-18-jan-HRC-intersessional.pdf\">Integrating Human Rights into the International Financial Architecture Reforms<\/a>&#8221; calling on Member States to &#8220;put human rights at the heart of the international financial, debt and tax architecture.&#8221; The programme of work featured Panels of experts on key issues such as:<\/p><p>\u2022 Cooperaci\u00f3n internacional para el desarrollo<br \/>\u2022 El comercio internacional como motor del desarrollo<br \/>\u2022 Deuda y sostenibilidad de la deuda<br \/>\u2022 Movilizaci\u00f3n de recursos internos<br \/>\u2022 Negocios y finanzas privadas nacionales e internacionales<\/p><p>Marta realiz\u00f3 una intervenci\u00f3n (declaraci\u00f3n oral) en espa\u00f1ol en los Di\u00e1logos interactivos sobre cooperaci\u00f3n internacional para el desarrollo y movilizaci\u00f3n de recursos internos. Nuestro enfoque sigue siendo la incapacidad de las naciones, especialmente del sur global, de avanzar en los ODS debido al sistema internacional que limita su capacidad de recaudar recursos internos a trav\u00e9s de una tributaci\u00f3n justa y el acceso a un sistema financiero internacional justo. Los res\u00famenes de nuestros llamados a la incidencia pol\u00edtica se encuentran a continuaci\u00f3n:<\/p><p><strong>Cooperaci\u00f3n Internacional para el Desarrollo:<\/strong><br \/>Hacemos un llamamiento a favor de una Convenci\u00f3n de las Naciones Unidas sobre Cooperaci\u00f3n Internacional para el Desarrollo que:<br \/>\u2022 Dotar al Foro de las Naciones Unidas sobre Cooperaci\u00f3n para el Desarrollo de la autoridad para establecer normas y reglas sobre el uso y el flujo de la cooperaci\u00f3n para el desarrollo y democratizar la gobernanza de la Cooperaci\u00f3n Internacional para el Desarrollo (CID).<br \/>\u2022 Reformular la narrativa que rodea a la IDC, desde una de caridad a una de justicia y reparaciones, reconociendo y abordando las injusticias hist\u00f3ricas.<br \/>\u2022 Establecer la meta de las Naciones Unidas de 0,71 TP3T del PIB como l\u00edmite m\u00ednimo para el monto de la ayuda, reconociendo al mismo tiempo los billones de d\u00f3lares en compromisos de ayuda y AOD incumplidos como una deuda con el Sur Global.<br \/>\u2022 Garantizar la universalizaci\u00f3n de los principios de eficacia del desarrollo.<br \/>\u2022 Centrar la AOD en la erradicaci\u00f3n de la pobreza y la lucha contra la desigualdad, revirtiendo el desv\u00edo actual de dicha ayuda.<\/p><p><strong>Movilizaci\u00f3n de recursos internos:<\/strong><br \/>Creemos que una Convenci\u00f3n Marco de las Naciones Unidas sobre Cooperaci\u00f3n Tributaria Internacional (CMCT) es una oportunidad clave para crear un sistema tributario global m\u00e1s justo e inclusivo que ayude a todos los pa\u00edses, en particular a los pa\u00edses en desarrollo, a movilizar recursos p\u00fablicos nacionales.<br \/>Instamos a los Estados miembros de las Naciones Unidas a que:<br \/>\u2022 Apoyar los T\u00e9rminos de Referencia para la negociaci\u00f3n de un nuevo Convenio Marco sobre Cooperaci\u00f3n Tributaria Internacional y participar de manera constructiva en dicha negociaci\u00f3n.<br \/>\u2022 Reafirman su compromiso con los &quot;sistemas tributarios progresivos&quot;, en consonancia con la Agenda de Acci\u00f3n de Addis Abeba (AAAA), teniendo en cuenta las cuestiones de g\u00e9nero y tratando de corregir los desequilibrios que afectan a los pa\u00edses en desarrollo.<br \/>\u2022 Alinear las pol\u00edticas p\u00fablicas con los ODS y promover inversiones que impulsen el desarrollo sostenible y reduzcan las desigualdades.<br \/>\u2022 Facilitar la participaci\u00f3n de las organizaciones de la sociedad civil en los procesos pol\u00edticos y econ\u00f3micos, favoreciendo el desarrollo de instituciones inclusivas y de calidad que aseguren un desarrollo econ\u00f3mico sostenido y equitativo.<\/p><p>Lea las declaraciones orales completas en ingl\u00e9s y espa\u00f1ol a continuaci\u00f3n:<br \/><a href=\"https:\/\/ibvmunngo.org\/wp-content\/uploads\/2025\/01\/Oral-Statement-AOD_HRSocialForum.pdf\">Cooperaci\u00f3n internacional para el desarrollo<\/a><br \/><a href=\"https:\/\/ibvmunngo.org\/wp-content\/uploads\/2025\/01\/Domestic-resources-mobilization-oral-statement_HRSocialForum.pdf\">Movilizaci\u00f3n de recursos internos<\/a><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>The 2024 Social Forum of the United Nations Human Rights Council was held from 31 October &#8211; 01 November at the Palais des Nations in Geneva.
