El Club de Prisioneros Palestinos ha informado que el sesenta por ciento de los ni\u00f1os palestinos que son arrestados por la ocupaci\u00f3n israel\u00ed son torturados verbal, f\u00edsica o psicol\u00f3gicamente. Otras partes del mundo ven a migrantes y refugiados torturados bajo custodia y abandonados a sufrir en centros de detenci\u00f3n donde son sometidos a todo tipo de abusos. Estos hechos alarmantes me llevaron a la reuni\u00f3n de la Tercera Comisi\u00f3n en la Sede de las Naciones Unidas, donde los Estados miembros se re\u00fanen para discutir temas de la agenda relacionados con una variedad de asuntos sociales, humanitarios y de derechos humanos que afectan a personas en todo el mundo.<\/p><p>Se escucharon declaraciones del Presidente del Comit\u00e9 contra la Tortura, el Presidente del Subcomit\u00e9 para la Prevenci\u00f3n de la Tortura (SPT) y el Relator Especial sobre la tortura y otros tratos o penas crueles, inhumanos o degradantes, seguidos de respuestas a preguntas de los Estados miembros. El sentimiento general de la reuni\u00f3n se centr\u00f3 en qu\u00e9 medidas, pol\u00edticas y acciones preventivas se est\u00e1n tomando para abordar la existencia de la tortura a nivel mundial. La conversaci\u00f3n sobre la tortura se da en el contexto de los derechos humanos. La tortura es la m\u00e1xima violaci\u00f3n de la dignidad inherente de una persona. Si bien se han tomado medidas sin precedentes para erradicar la tortura, todav\u00eda se sigue practicando con impunidad en todo el mundo, como podemos ver a la luz de los acontecimientos recientes. Las declaraciones realizadas por los Presidentes y el Relator destacaron la responsabilidad compartida por todos de mantener la promesa de la dignidad humana para todos abordando y aboliendo este acto deshumanizador.<\/p><p dir=\"ltr\">Se llam\u00f3 la atenci\u00f3n de los Estados Miembros sobre la importancia de los mecanismos de prevenci\u00f3n, con la necesidad de implementar las estrategias propuestas por el Protocolo Facultativo de la Convenci\u00f3n contra la Tortura como catalizador vital del cambio. El presidente del SPT enfatiz\u00f3 que se debe prestar m\u00e1s atenci\u00f3n a la implementaci\u00f3n pr\u00e1ctica de las recomendaciones hechas en todo el sistema de las Naciones Unidas, con especial atenci\u00f3n a la pol\u00edtica de prevenci\u00f3n para que haya menos oportunidades de que se produzcan torturas y otros actos inhumanos. En su informe, el Relator enfatiz\u00f3 la necesidad de que los Estados ratifiquen una legislaci\u00f3n que cumpla con las leyes internacionales contra la tortura. A trav\u00e9s de esto, record\u00f3 a los Estados Miembros que tienen el deber de establecer mecanismos y protocolos nacionales de prevenci\u00f3n en todas las dimensiones de la sociedad. La recomendaci\u00f3n m\u00e1s importante que hizo fue que los estados deben desarrollar v\u00edas seguras y sostenibles para la migraci\u00f3n regular, de modo que est\u00e9n protegidos de ser tratados de manera inhumana, forzados a ingresar a rutas ilegales y, en consecuencia, ser v\u00edctimas de redes criminales. A la luz de la actual crisis de migrantes y refugiados, se enfatiz\u00f3 que la detenci\u00f3n prolongada de migrantes no deber\u00eda ocurrir ya que estas condiciones son vulnerables a entornos de tratamiento de tortura. La dignidad humana del migrante es fundamental.
