Cependant, l&#039;utilisation du num\u00e9rique pour r\u00e9aliser le d\u00e9veloppement social pose le probl\u00e8me de la fracture num\u00e9rique. Seulement 53,6% du monde utilise Internet, laissant un peu moins de la moiti\u00e9 sans Internet.<\/p><p>Le Secr\u00e9taire g\u00e9n\u00e9ral a soulign\u00e9 que \u00ab ne laisser personne de c\u00f4t\u00e9 signifie ne laisser personne hors ligne \u00bb. Il a \u00e9galement sugg\u00e9r\u00e9 que &quot;ironiquement, ceux du mauvais c\u00f4t\u00e9 de la fracture num\u00e9rique sont souvent les groupes sociaux dont le bien-\u00eatre pourrait \u00eatre le plus am\u00e9lior\u00e9 par ces technologies&quot;.<\/p><p>Le Secr\u00e9taire g\u00e9n\u00e9ral a abord\u00e9 les quatre grandes cat\u00e9gories de la fracture num\u00e9rique, notamment : <strong>l&#039;acc\u00e8s, l&#039;abordabilit\u00e9, les comp\u00e9tences et la sensibilisation.<\/strong><\/p><p>En termes d&#039;acc\u00e8s, le Secr\u00e9taire g\u00e9n\u00e9ral a soulign\u00e9 l&#039;importance du secteur priv\u00e9 dans ses efforts pour d\u00e9velopper l&#039;infrastructure des TIC, en particulier dans les zones rurales et recul\u00e9es. Le Bangladesh et le Myanmar ont augment\u00e9 leur gamme de haut d\u00e9bit de 10 % \u00e0 90 % en ouvrant la concurrence sur le march\u00e9.<\/p><p>Afin de combler la fracture num\u00e9rique, l&#039;acc\u00e8s technologique doit \u00eatre abordable. En Afrique, le prix moyen du haut d\u00e9bit fixe est de 64 % du revenu moyen du continent. Afin de lutter contre ce probl\u00e8me, des endroits comme la Colombie ont mis en place des programmes de subventions pour les m\u00e9nages \u00e0 faible revenu.<\/p><p>Le Secr\u00e9taire g\u00e9n\u00e9ral a mentionn\u00e9 qu&#039;un autre obstacle \u00e0 la fracture num\u00e9rique est celui des comp\u00e9tences. Le Secr\u00e9taire g\u00e9n\u00e9ral a d\u00e9clar\u00e9 que les \u00e9coles sont au c\u0153ur des efforts visant \u00e0 \u00e9duquer les individus sur les comp\u00e9tences et les comp\u00e9tences num\u00e9riques.<\/p><p>Enfin, la sensibilisation est aussi un frein \u00e0 la fracture num\u00e9rique. Les incitations \u00e0 aller en ligne sont faibles en raison de la raret\u00e9 du contenu pertinent en ligne. Encourager la diversit\u00e9 des contenus en ligne contribuera au processus de r\u00e9duction de la fracture num\u00e9rique.<\/p><p>L&#039;IBVM\/CJ a concentr\u00e9 sa d\u00e9claration orale au CSocD59 sur la question de l&#039;acc\u00e8s \u00e0 une \u00e9ducation de qualit\u00e9 et son lien avec l&#039;acc\u00e8s \u00e0 la technologie num\u00e9rique. L&#039;IBVM\/CJ a recueilli des informations du r\u00e9seau local sur leur exp\u00e9rience de l&#039;impact de l&#039;acc\u00e8s in\u00e9gal au num\u00e9rique sur l&#039;acc\u00e8s \u00e0 une \u00e9ducation de qualit\u00e9.<\/p><p>Ils ont signal\u00e9 que pendant COVID-19, l&#039;\u00e9ducation a \u00e9t\u00e9 mise en ligne, ce qui a eu des impacts positifs sur ceux qui ont acc\u00e8s \u00e0 la technologie num\u00e9rique. Cependant, ceux qui n&#039;ont pas acc\u00e8s au num\u00e9rique subissent de nouvelles in\u00e9galit\u00e9s.
