En juillet de cette ann\u00e9e, trois d'entre nous, Giovanna Muha CJ, Sarah Rudolph IBVM et moi-m\u00eame avons assist\u00e9 au HLPF aux Nations Unies. Alors, quels sont ces acronymes et ce forum consacr\u00e9 \u00e0 ….<\/p>

Le Forum politique de haut niveau des Nations Unies sur le d\u00e9veloppement durable (HLPF) 2023 s'est tenu du lundi 10 juillet au mercredi 19 juillet 2023, sous les auspices du Conseil \u00e9conomique et social. Cela comprend le segment minist\u00e9riel de trois jours du forum, du 17 au 19 juillet 2023, dans le cadre du segment de haut niveau du Conseil. Le dernier jour du segment de haut niveau de l'ECOSOC a eu lieu le jeudi 20 juillet 2023.<\/p>

Le th\u00e8me \u00e9tait \u00ab\u00a0Acc\u00e9l\u00e9rer la reprise apr\u00e8s la maladie \u00e0 coronavirus (COVID-19) et la mise en \u0153uvre compl\u00e8te du Programme de d\u00e9veloppement durable \u00e0 l\u2019horizon 2030 \u00e0 tous les niveaux\u00a0\u00bb.<\/p>

Alors, qu\u2019est-ce que le HLPF ? Le Forum politique de haut niveau des Nations Unies sur le d\u00e9veloppement durable est l'instrument par lequel les Nations Unies examinent les progr\u00e8s r\u00e9alis\u00e9s dans la r\u00e9alisation des objectifs de d\u00e9veloppement durable \u00e0 l'horizon 2030. Il se tient sous les auspices de la Commission \u00e9conomique et sociale. Les \u00c9tats membres adoptent des d\u00e9clarations n\u00e9goci\u00e9es, examinent l'engagement et les progr\u00e8s de l'Agenda 2030 pour le d\u00e9veloppement durable. Le Forum a remplac\u00e9 la Commission du d\u00e9veloppement durable le 24 septembre 2013.<\/p>

Le HLPF de 2023 a examin\u00e9 en profondeur les objectifs 6 sur l'eau potable et l'assainissement, 7 sur l'\u00e9nergie propre et abordable, 9 sur l'industrie, l'innovation et les infrastructures, 11 sur les villes et communaut\u00e9s durables et 17 sur les partenariats pour les objectifs.<\/p>

Ainsi, comme j'\u00e9tais arriv\u00e9 et que j'avais rencontr\u00e9 nos repr\u00e9sentantes de l'ONUNG Janet Palafox ibvm et Cynthia Mathew cj une semaine avant le Forum, nous avons pu organiser des r\u00e9unions avec la mission permanente de notre propre pays. Bien entendu, avant d\u2019arriver \u00e0 New York, j\u2019avais \u00e9tudi\u00e9 le rapport 365 du gouvernement irlandais. Il \u00e9tait \u00e9vident que l\u2019Irlande progressait r\u00e9ellement dans tout le domaine des ODD. Pourtant, il y avait 3 points que je voulais soulever aupr\u00e8s du gouvernement irlandais.<\/p>

Nous avons r\u00e9ussi \u00e0 avoir une r\u00e9union tr\u00e8s instructive avec le repr\u00e9sentant permanent irlandais aupr\u00e8s de l'ONU, l'ambassadeur Fergal Mythen, au cours de laquelle j'ai pu pr\u00e9senter mes pr\u00e9occupations. Avant de quitter les discussions d'une heure, l'ambassadeur a accept\u00e9 une invitation \u00e0 visiter certaines de nos \u00e9coles \u00e0 son retour en Irlande. L'Ambassadeur Mythen m'a \u00e9galement invit\u00e9 \u00e0 une r\u00e9union avec des ONG irlandaises participant au HLPF qui avait lieu la semaine suivante avec notre ministre de l'Environnement et des Transports, Eamonn Ryan TD. Ce fut \u00e9galement un exercice tr\u00e8s productif au cours duquel Janet et moi avons rencontr\u00e9 de nombreux Irlandais impliqu\u00e9s dans les ODD, parmi lesquels des jeunes impliqu\u00e9s dans les reportages aux Nations Unies ou y travaillant en tant que stagiaires.<\/p>

J'ai \u00e9t\u00e9 vraiment \u00e9merveill\u00e9 chaque jour lorsque le Forum lui-m\u00eame a eu lieu et que nous avons vu les diff\u00e9rents pays rendre compte aux 197 autres pays, un souvenir inoubliable. J'attendais avec impatience chaque soir que la JCOR (Justice Coalition of the Religious) aide tous les religieux \u00e0 se r\u00e9unir et \u00e0 partager leur exp\u00e9rience de la journ\u00e9e. J'ai trouv\u00e9 ce moment tr\u00e8s enrichissant car nous avons rencontr\u00e9 des religieux de tous les continents et tous avec un objectif commun et des personnes partageant les m\u00eames id\u00e9es.<\/p>

Je conserve toujours cette exp\u00e9rience de tant de pays se r\u00e9unissant pour promouvoir le d\u00e9veloppement des ODD. \u00c0 la fin de la semaine, j\u2019ai vraiment senti pour la premi\u00e8re fois que je comprenais pleinement, \u00e0 un certain niveau, ce qu\u2019est l\u2019ONU. J'ai \u00e9galement ressenti un grand d\u00e9sir de rapporter ma nouvelle compr\u00e9hension et mon enthousiasme en Irlande.<\/p>

Depuis lors, j'ai appris que l'Ambassadeur Mythen nous rendrait visite en octobre et je prends contact avec ceux qui souhaitent s'impliquer dans la soci\u00e9t\u00e9 civile. Maintenant, c'est un tout autre rapport en ce qui concerne les nouvelles relations et amiti\u00e9s nou\u00e9es \u00e0 New York, et bien c'est aussi pour un autre jour\u2026…<\/p>
