Trois membres des d\u00e9l\u00e9gu\u00e9s de la province d&#039;Espagne de l&#039;IBVM y ont particip\u00e9 en notre nom : Marta Santos, leur actuelle repr\u00e9sentante de la province aupr\u00e8s de l&#039;ONU, Cecilia O&#039;Dwyer ibvm, l&#039;ancienne repr\u00e9sentante des ONG aupr\u00e8s de l&#039;ONU et Maria Llinas, l&#039;actuelle directrice de la Fondation Kambia. Nous les remercions d&#039;avoir particip\u00e9 et d&#039;avoir fait une intervention en notre nom.<\/p><p>Le Forum social est une r\u00e9union annuelle organis\u00e9e par le Conseil des droits de l\u2019homme, un espace unique de dialogue ouvert et interactif entre la soci\u00e9t\u00e9 civile, les repr\u00e9sentants des \u00c9tats membres et les organisations intergouvernementales. Le th\u00e8me choisi par le Conseil cette ann\u00e9e portait sur la contribution du financement du d\u00e9veloppement \u00e0 la promotion de tous les droits de l\u2019homme pour tous, en pr\u00e9vision de la 4e Conf\u00e9rence sur le financement du d\u00e9veloppement qui se tiendra fin juin \u2013 d\u00e9but juillet 2025.<\/p><p>The forum discussed issues relating to the challenges and inequalities of the current international financial and trade systems from a human rights lens. The Council published their key recommendations &#8220;<a href=\"https:\/\/ibvmunngo.org\/wp-content\/uploads\/2025\/01\/ohchr-key-message-18-jan-HRC-intersessional.pdf\">Integrating Human Rights into the International Financial Architecture Reforms<\/a>&#8221; calling on Member States to &#8220;put human rights at the heart of the international financial, debt and tax architecture.&#8221; The programme of work featured Panels of experts on key issues such as:<\/p><p>\u2022 Coop\u00e9ration internationale au d\u00e9veloppement<br \/>\u2022 Le commerce international comme moteur du d\u00e9veloppement<br \/>\u2022 Dette et viabilit\u00e9 de la dette<br \/>\u2022 Mobilisation des ressources nationales<br \/>\u2022 Affaires priv\u00e9es et finances nationales et internationales<\/p><p>Marta a prononc\u00e9 une intervention (d\u00e9claration orale) en espagnol lors des Dialogues interactifs sur la coop\u00e9ration internationale au d\u00e9veloppement et la mobilisation des ressources nationales. Nous continuons de nous concentrer sur l\u2019incapacit\u00e9 des nations, en particulier celles du Sud, \u00e0 progresser sur la voie des ODD en raison du syst\u00e8me international qui limite leur capacit\u00e9 \u00e0 mobiliser des ressources nationales par le biais d\u2019une fiscalit\u00e9 \u00e9quitable et de l\u2019acc\u00e8s \u00e0 un syst\u00e8me financier international \u00e9quitable. Les r\u00e9sum\u00e9s de nos appels de plaidoyer sont ci-dessous :<\/p><p><strong>Coop\u00e9ration internationale au d\u00e9veloppement :<\/strong><br \/>Nous appelons \u00e0 l\u2019\u00e9laboration d\u2019une Convention des Nations Unies sur la coop\u00e9ration internationale au d\u00e9veloppement qui :<br \/>\u2022 Donner au Forum de coop\u00e9ration pour le d\u00e9veloppement des Nations Unies l\u2019autorit\u00e9 d\u2019\u00e9tablir des normes et des r\u00e8gles sur l\u2019utilisation et le flux de la coop\u00e9ration pour le d\u00e9veloppement et d\u00e9mocratiser la gouvernance de la coop\u00e9ration internationale pour le d\u00e9veloppement (CID).<br \/>\u2022 Reformuler le discours entourant l\u2019IDC d\u2019une question de charit\u00e9 \u00e0 une question de justice et de r\u00e9paration, en reconnaissant et en traitant les injustices historiques.<br \/>\u2022 \u00c9tablir l\u2019objectif de l\u2019ONU de 0,71 TP3T du PIB comme plancher pour le montant de l\u2019aide, tout en reconnaissant les milliers de milliards d\u2019engagements non honor\u00e9s en mati\u00e8re d\u2019aide et d\u2019APD comme une dette envers les pays du Sud.<br \/>\u2022 Assurer l\u2019universalisation des principes d\u2019efficacit\u00e9 du d\u00e9veloppement.<br \/>\u2022 Concentrer l\u2019APD sur l\u2019\u00e9radication de la pauvret\u00e9 et la lutte contre les in\u00e9galit\u00e9s, en inversant le d\u00e9tournement actuel de cette aide.<\/p><p><strong>Mobilisation des ressources nationales :<\/strong><br \/>Nous pensons qu\u2019une Convention-cadre des Nations Unies sur la coop\u00e9ration fiscale internationale (CCLAT) constitue une occasion unique de cr\u00e9er un syst\u00e8me fiscal mondial plus juste et plus inclusif qui aide tous les pays, en particulier les pays en d\u00e9veloppement, \u00e0 mobiliser leurs ressources publiques nationales.<br \/>Nous appelons les \u00c9tats membres de l\u2019ONU \u00e0 :<br \/>\u2022 Soutenir les termes de r\u00e9f\u00e9rence pour la n\u00e9gociation d\u2019une nouvelle Convention-cadre sur la coop\u00e9ration fiscale internationale et s\u2019engager de mani\u00e8re constructive dans cette n\u00e9gociation.<br \/>\u2022 R\u00e9affirment leur engagement en faveur de \u00ab syst\u00e8mes fiscaux progressifs \u00bb, conform\u00e9ment au Programme d\u2019action d\u2019Addis-Abeba (PAAA), prenant en compte les questions de genre et cherchant \u00e0 corriger les d\u00e9s\u00e9quilibres qui affectent les pays en d\u00e9veloppement.<br \/>\u2022 Aligner les politiques publiques sur les ODD et promouvoir les investissements qui favorisent le d\u00e9veloppement durable et r\u00e9duisent les in\u00e9galit\u00e9s.<br \/>\u2022 Permettre la participation des organisations de la soci\u00e9t\u00e9 civile aux processus politiques et \u00e9conomiques, en favorisant le d\u00e9veloppement d\u2019institutions inclusives et de qualit\u00e9 qui assurent un d\u00e9veloppement \u00e9conomique soutenu et \u00e9quitable.<\/p><p>Lisez les d\u00e9clarations orales compl\u00e8tes en anglais et en espagnol ci-dessous :<br \/><a href=\"https:\/\/ibvmunngo.org\/wp-content\/uploads\/2025\/01\/Oral-Statement-AOD_HRSocialForum.pdf\">Coop\u00e9ration internationale au d\u00e9veloppement<\/a><br \/><a href=\"https:\/\/ibvmunngo.org\/wp-content\/uploads\/2025\/01\/Domestic-resources-mobilization-oral-statement_HRSocialForum.pdf\">Mobilisation des ressources nationales<\/a><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>The 2024 Social Forum of the United Nations Human Rights Council was held from 31 October &#8211; 01 November at the Palais des Nations in Geneva.
