L'IBVM a contribu\u00e9 \u00e0 un chat en ligne avec les auteurs du “Rapport sur la situation sociale dans le monde 2016”<\/em>. Ces auteurs ont pris le temps de r\u00e9pondre aux questions du public autour du th\u00e8me de ne laisser personne de c\u00f4t\u00e9 : l'imp\u00e9ratif du d\u00e9veloppement de l'inclusion. Voir le r\u00e9sum\u00e9 ci-dessous.<\/p>

En utilisant la plate-forme Facebook pour encourager un dialogue mondial en ligne, les auteurs ont r\u00e9pondu pendant une heure enti\u00e8re \u00e0 des questions sur l'importance de s'attaquer au probl\u00e8me de l'exclusion sociale des personnes vuln\u00e9rables.<\/span><\/p>

Voici quelques questions-r\u00e9ponses remarquables\u00a0:<\/p>

Quels sont les changements gouvernementaux concrets qui peuvent \u00eatre mis en \u0153uvre pour lutter contre l'exclusion fond\u00e9e sur le genre\u00a0?\u00a0<\/span><\/p>

  • Changer les normes et le statu quo est compliqu\u00e9.<\/li>
  • L'autonomisation des femmes ne devrait pas pr\u00f4ner les st\u00e9r\u00e9otypes de genre, par ex. augmenter le transfert en esp\u00e8ces des femmes pour la prestation de soins. Au lieu de cela, les programmes de transferts sociaux devraient inciter les hommes \u00e0 participer \u00e9galement \u00e0 la prestation de soins.<\/li>
  • Travailler avec la soci\u00e9t\u00e9 civile pour jouir des droits aux soins de sant\u00e9, par ex. construire des installations sanitaires ad\u00e9quates dans les \u00e9coles ou mener des campagnes de sensibilisation<\/li><\/ul>

    Discuter de la relation entre l'exclusion sociale et le d\u00e9veloppement de l'enfant, et le r\u00f4le de l'intervention pr\u00e9coce.\u00a0<\/span><\/p>

    • Les d\u00e9savantages en mati\u00e8re d'\u00e9ducation, de sant\u00e9, d'emploi, de revenu, etc. sont le sympt\u00f4me de l'exclusion de ces groupes.<\/li>
    • Le d\u00e9veloppement de l'enfance brise le cycle de la pauvret\u00e9 en lui donnant les moyens de contribuer \u00e0 la croissance \u00e9conomique.<\/li>
    • Le d\u00e9savantage et l'exclusion sociale commencent entre la naissance et l'\u00e2ge de 3 ans<\/li><\/ul>

      L'exclusion sociale est le r\u00e9sultat d'une \u00ab mauvaise gouvernance \u00bb<\/span><\/p>

      • Les gouvernements jouent un r\u00f4le majeur dans la lutte contre les attitudes qui perp\u00e9tuent l'exclusion sociale.<\/li><\/ul>

        La discrimination est la cause premi\u00e8re de l'exclusion sociale. Ce qui peut \u00eatre fait?<\/span><\/p>

        • Adopter une l\u00e9gislation sur les droits de l'homme, avec un suivi.<\/li>
        • La soci\u00e9t\u00e9 civile d\u00e9fend la soci\u00e9t\u00e9 de base - modifier les programmes scolaires pour changer les attitudes envers la diversit\u00e9.<\/li>
        • La commission des droits de l'homme, le tribunal p\u00e9nal et le PNUD peuvent jouer un r\u00f4le pour mettre fin \u00e0 l'exclusion.<\/li><\/ul>

          Des millions d'enfants vuln\u00e9rables sont absents des donn\u00e9es d\u00e9mographiques. Comment contribuer \u00e0 mettre fin \u00e0 cette exclusion sociale ?\u00a0<\/span><\/p>

          • Combler le manque de donn\u00e9es est un d\u00e9fi majeur.<\/li>
          • Ces individus non compt\u00e9s et invisibles aux statistiques sont les plus vuln\u00e9rables.<\/li>
          • Les institutions jouent un r\u00f4le important : le d\u00e9nombrement.<\/li>
          • Am\u00e9liorer l'enregistrement des naissances<\/li><\/ul>

            Exclusion \u00e9conomique<\/span><\/p>

            • Chacun doit avoir acc\u00e8s \u00e0 des soins de sant\u00e9, \u00e0 une \u00e9ducation durable et \u00e0 un emploi.<\/li>
            • Tous les emplois et le travail n'aident pas les gens \u00e0 \u00e9chapper \u00e0 la pauvret\u00e9. Une \u00e9conomie informelle renforce la pauvret\u00e9.<\/li>
            • Promouvoir l'entrepreneuriat chez les jeunes est essentiel.<\/li>
            • Les politiques macro\u00e9conomiques ne devraient pas \u00eatre ax\u00e9es uniquement sur la ma\u00eetrise de l'inflation, mais devraient contribuer \u00e0 la croissance \u00e9conomique.<\/li><\/ul>

              Il y a un manque d'intersectionnalit\u00e9 dans le processus de prise de d\u00e9cision. Par exemple, il existe un mouvement dynamique vers les produits biologiques qui surpasse le probl\u00e8me plus urgent des desserts alimentaires aux \u00c9tats-Unis. Comment faire participer ces voix des populations vuln\u00e9rables au processus de prise de d\u00e9cision ?\u00a0<\/span><\/p>

              • DESA est une plate-forme pour la construction d'un consensus au sein de la communaut\u00e9 internationale.<\/li>
              • Les institutions et les normes qui favorisent l'inclusion et l'autonomisation sont influenc\u00e9es par la soci\u00e9t\u00e9 civile, les ONG, les syndicats et les personnes vivant dans la pauvret\u00e9 avec une voix dans la sph\u00e8re publique<\/li><\/ul>

                Comment la soci\u00e9t\u00e9 civile tient-elle les gouvernements responsables ?\u00a0<\/span><\/p>

                • Former de larges coalitions de diverses parties prenantes - approche pluraliste.<\/li>
