La convention vise \u00e0 mettre fin \u00e0 la violence et au harc\u00e8lement dans le monde du travail et d\u00e9finit ce qui constitue la violence et le harc\u00e8lement et le genre. -la violence et le harc\u00e8lement sur le lieu de travail. La Recommandation 206 fournit des orientations pour la mise en \u0153uvre de la Convention.<\/p><p>L&#039;adoption de la C190 le 25 juin 2021 est une opportunit\u00e9 historique pour fa\u00e7onner un avenir du travail fond\u00e9 sur la dignit\u00e9 et le respect de tous. La Convention \u00e9nonce les droits des travailleurs \u00e0 un lieu de travail s\u00fbr et inclut les lieux li\u00e9s au travail ou d\u00e9coulant du travail.<\/p><p>Pour soutenir l&#039;OIT et plaider pour que tous les pays mettent en \u0153uvre la C190, les ONG des Nations Unies ont form\u00e9 la Coalition des ONG pour mettre fin \u00e0 la violence et au harc\u00e8lement dans le monde du travail (Coalition des ONG). L&#039;ann\u00e9e derni\u00e8re, ils ont adress\u00e9 une lettre \u00e0 tous les \u00c9tats membres les appelant \u00e0 ratifier la C190 et \u00e0 s&#039;engager r\u00e9solument vers une mise en \u0153uvre effective sans d\u00e9lai. L&#039;ONG IBVM a endoss\u00e9 cette lettre au nom de notre r\u00e9seau.<\/p><p>Huit pays membres ont ratifi\u00e9 la convention et cinquante-huit autres pays seraient engag\u00e9s dans des processus en vue de la ratification. Pour tirer parti de cet \u00e9lan, la Coalition des ONG, en partenariat avec la Mission permanente des Fidji aupr\u00e8s des Nations Unies, a organis\u00e9 un dialogue interactif multipartite tr\u00e8s r\u00e9ussi des membres de la Coalition des ONG et des organisations de la soci\u00e9t\u00e9 civile (OSC) partenaires avec les \u00c9tats membres et les agences des Nations Unies sur 8 septembre.<\/p><p>Ce dialogue a permis de partager les exp\u00e9riences mondiales et nationales sur le processus de ratification de la C190, d&#039;examiner les opportunit\u00e9s et les d\u00e9fis, d&#039;explorer des strat\u00e9gies et d&#039;\u00e9laborer des plans d&#039;action pour intensifier la campagne pour sa ratification universelle et sa mise en \u0153uvre effective.<\/p><p>Le dialogue a impliqu\u00e9 des repr\u00e9sentants des \u00c9tats membres, notamment le vice-pr\u00e9sident lib\u00e9rien Jewel Taylor, l&#039;ambassadeur fidjien Satyendra Prassad et l&#039;ambassadeur argentin Maria del Carmen Squeff. Les Fidji et l&#039;Argentine ont ratifi\u00e9 la C190. L&#039;ambassadeur Prassad a encourag\u00e9 les gouvernements \u00e0 ratifier la C190 et a soulign\u00e9 l&#039;importance des gouvernements travaillant avec les OSC. L&#039;ambassadeur Squeff a d\u00e9clar\u00e9 que la C190 fournit une feuille de route pour l&#039;\u00e9limination de la violence et du harc\u00e8lement. Elle a partag\u00e9 leur approche interminist\u00e9rielle de la mise en \u0153uvre de la loi.<\/p><p>Bien que le Lib\u00e9ria n&#039;ait pas ratifi\u00e9 la C190, le vice-pr\u00e9sident Taylor a fortement insist\u00e9 sur le fait que les pays doivent envoyer un signal fort indiquant que la violence et le harc\u00e8lement, en particulier contre les femmes, ne sont plus acceptables et ne doivent pas \u00eatre tol\u00e9r\u00e9s. C&#039;est un must pour les pays de ratifier la C190, a-t-elle dit, et a indiqu\u00e9 qu&#039;elle continue de travailler pour la ratification par leur parlement. De m\u00eame, Joan Cedano de la Mission permanente de la R\u00e9publique dominicaine a d\u00e9clar\u00e9 qu&#039;ils faisaient campagne pour changer la mentalit\u00e9 selon laquelle la violence est un mode de vie acceptable. Eux aussi travaillent \u00e0 sa ratification par leur gouvernement.<\/p><p>Il est important de se rappeler que la couverture de la convention est compl\u00e8te, s&#039;appliquant \u00e0 toutes les cat\u00e9gories de travailleurs (pas seulement les femmes et comprend les entrepreneurs, les stagiaires, les b\u00e9n\u00e9voles et la direction) et tous les types de lieux de travail. Une mise en \u0153uvre efficace n\u00e9cessite une approche pangouvernementale et multipartite. Il existe \u00e9galement une gamme d&#039;outils juridiques et politiques disponibles pour cr\u00e9er des environnements de travail s\u00fbrs et sans violence, non seulement dans le droit p\u00e9nal, mais aussi dans les lois et politiques sur la sant\u00e9 et la s\u00e9curit\u00e9 au travail.<\/p><p>Que pouvons-nous faire, les organisations de la soci\u00e9t\u00e9 civile ? (Sugg\u00e9r\u00e9 par Manuela Tomei, Directrice du Programme des conditions de travail et d&#039;emploi du BIT)<\/p><ul><li>Faire pression sur les repr\u00e9sentants du gouvernement, les organisations d&#039;employeurs, de travailleurs, ainsi que les parlementaires pour la ratification de la C190 ;<\/li><li>Tenir les institutions responsables des engagements nationaux et mondiaux pris par les gouvernements concernant la ratification et la mise en \u0153uvre de la C190\u00a0;<\/li><li>D\u00e9velopper, rejoindre et\/ou soutenir des campagnes internationales et nationales en faveur de la ratification et de la mise en \u0153uvre de la C190\u00a0;<\/li><li>Mobiliser les membres et autres organisations de la soci\u00e9t\u00e9 civile pour cr\u00e9er un mouvement de soutien au C190\u00a0;<\/li><li>Faites entendre votre voix hors ligne et en ligne, notamment en utilisant le hashtag #RatifyC190.<\/li><\/ul><p>La famille Mary Ward est pr\u00e9sente dans plus de 40 pays et seuls l&#039;Argentine et Maurice ont ratifi\u00e9 la C190.
