Beaucoup sont en premi\u00e8re ligne pour prot\u00e9ger les droits des r\u00e9fugi\u00e9s ukrainiens et des migrants \u00e0 la fronti\u00e8re am\u00e9ricaine.<\/p><p>Nous sommes conscients des luttes des migrants et des r\u00e9fugi\u00e9s, en particulier lorsque le monde est confront\u00e9 \u00e0 la pand\u00e9mie, \u00e0 la guerre, au changement climatique, \u00e0 la crise \u00e9conomique, etc., qui obligent les gens \u00e0 se d\u00e9placer. Selon le Rapport sur les migrations mondiales 2022 de l\u2019Organisation internationale pour les migrations (OIM), l\u2019estimation mondiale actuelle est qu\u2019il y avait environ 281 millions de migrants internationaux dans le monde en 2020, ce qui \u00e9quivaut \u00e0 3,6 pour cent de la population mondiale.<\/p><p>En 2018, les dirigeants du monde se sont r\u00e9unis pour trouver des solutions visant \u00e0 rendre la migration s\u00fbre, ordonn\u00e9e et r\u00e9guli\u00e8re. Le <a href=\"https:\/\/migrationnetwork.un.org\/sites\/g\/files\/tmzbdl416\/files\/docs\/gcm.pdf\">Pacte mondial pour des migrations s\u00fbres, ordonn\u00e9es et r\u00e9guli\u00e8res<\/a> (GCM) est un accord international adopt\u00e9 en d\u00e9cembre 2018. En tant que tout premier cadre mondial pour la gouvernance des migrations, il vise \u00e0 accro\u00eetre la collaboration internationale sur tous les aspects li\u00e9s \u00e0 la migration, y compris les droits de l&#039;homme, les besoins humanitaires et le d\u00e9veloppement.<\/p><p>En 2022, quatre ans apr\u00e8s l&#039;adoption du Pacte mondial sur les migrations, les gouvernements, les parties prenantes et le syst\u00e8me des Nations Unies se sont r\u00e9unis pour discuter des succ\u00e8s et des d\u00e9fis li\u00e9s \u00e0 la mise en \u0153uvre de ce cadre de coop\u00e9ration. Le premier Forum international sur les migrations (IMRF) s&#039;est tenu \u00e0 l&#039;Assembl\u00e9e g\u00e9n\u00e9rale \u00e0 New York du 17 au 20 mai pour examiner les progr\u00e8s r\u00e9alis\u00e9s aux niveaux local, national, r\u00e9gional et mondial dans la mise en \u0153uvre du GCM.<\/p><p>L&#039;IMRF 2022 consistait en quatre tables rondes interactives multipartites\u00a0; un dialogue politique ; et une r\u00e9union pl\u00e9ni\u00e8re. Il y a eu une d\u00e9claration de progr\u00e8s convenue au niveau intergouvernemental (<a href=\"https:\/\/view.officeapps.live.com\/op\/view.aspx?src=https%3A%2F%2Fjcor2030.org%2Fwp-content%2Fuploads%2F2022%2F05%2FIMRF_Progress_Declaration_REV4_9_May_2022_FINAL.docx&amp;wdOrigin=BROWSELINK\">voir R\u00e9v4<\/a>). Ce document est le r\u00e9sultat formel de l\u2019IMRF. Bien qu\u2019elle ne soit pas juridiquement contraignante pour les \u00c9tats membres de l\u2019ONU, son analyse des progr\u00e8s et des lacunes de la mise en \u0153uvre du GCM au cours des quatre derni\u00e8res ann\u00e9es et les actions recommand\u00e9es servent de base \u00e0 la politique migratoire et au plaidoyer du niveau mondial au niveau local jusqu\u2019au prochain IMRF.<\/p><p>La soci\u00e9t\u00e9 civile du monde entier \u00e9tait bien organis\u00e9e pour pr\u00e9parer l&#039;IMRF. Les consultations r\u00e9gionales et nationales se sont d\u00e9roul\u00e9es \u00e0 diff\u00e9rents niveaux. Avant l&#039;IMRF, le 15 mai, des repr\u00e9sentants de la soci\u00e9t\u00e9 civile du monde entier se sont r\u00e9unis \u00e0 New York et en ligne pour participer \u00e0 l&#039;IMRF. <a href=\"https:\/\/csactioncommittee.org\/civil-society-preparatory-day\/\">Journ\u00e9e pr\u00e9paratoire de la soci\u00e9t\u00e9 civile<\/a> (CSPD).<\/p><p>Le CSPD visait \u00e0 permettre aux participants de la soci\u00e9t\u00e9 civile de l&#039;IMRF d&#039;\u00eatre pleinement et ad\u00e9quatement pr\u00e9par\u00e9s \u00e0 s&#039;engager dans les discussions de l&#039;IMRF de mani\u00e8re coh\u00e9rente et organis\u00e9e. Il repr\u00e9sentait le point culminant d\u2019un processus d\u2019un an de sessions pr\u00e9paratoires de la soci\u00e9t\u00e9 civile, de dialogues de plaidoyer et de consultations commenc\u00e9s \u00e0 la mi-2021. La s\u00e9ance du matin du CPSD a examin\u00e9 les quatre ann\u00e9es de mise en \u0153uvre du Pacte mondial depuis son adoption en 2018. Les rapports r\u00e9gionaux des repr\u00e9sentants de la soci\u00e9t\u00e9 civile se sont appuy\u00e9s sur les discussions et les conclusions des processus d&#039;examen r\u00e9gional du Pacte mondial pour identifier les lacunes et les d\u00e9fis et r\u00e9agir au projet de progr\u00e8s.
