J&#039;ai d\u00e9j\u00e0 rencontr\u00e9 s\u0153ur Cynthia et je l&#039;ai contact\u00e9e lorsque je suis arriv\u00e9e aux \u00c9tats-Unis pour \u00e9tudier le droit pendant un an. Elle m&#039;a invit\u00e9 \u00e0 voir son travail par moi-m\u00eame en la rejoignant avec elle et s\u0153ur Janet lors de la 61e session de la Commission du d\u00e9veloppement social (CSocD61).<\/p><p>Int\u00e9ress\u00e9 par le droit international depuis l&#039;\u00e9cole, c&#039;\u00e9tait un r\u00eave devenu r\u00e9alit\u00e9 d&#039;entrer au si\u00e8ge des Nations Unies pour la premi\u00e8re fois. Traverser un b\u00e2timent dont je me souviens quand j&#039;\u00e9tais au lyc\u00e9e et voir les pi\u00e8ces fr\u00e9quemment montr\u00e9es dans les journaux \u00e9tait incroyable. Mais le lieu n\u2019\u00e9tait pas le seul point fort de mon s\u00e9jour \u00e0 New York.<\/p><p>J&#039;ai beaucoup appris en assistant aux r\u00e9unions. J&#039;ai non seulement entendu beaucoup de discours diplomatiques, mais j&#039;ai \u00e9galement am\u00e9lior\u00e9 ma lecture entre les lignes (Pourquoi les \u00c9tats-Unis soutiennent-ils le caract\u00e8re absolu du droit \u00e0 la vie par exemple ? \u00c0 cause de la peine capitale peut-\u00eatre ?). Parfois, les discours des repr\u00e9sentants \u00e9taient int\u00e9ressants, comme le Qatar parlant de son excellent syst\u00e8me de s\u00e9curit\u00e9 sociale pour les travailleurs migrants, ou un grand nombre d\u2019\u00c9tats membres accusant la pand\u00e9mie d\u2019\u00eatre responsable de la quasi-totalit\u00e9 de leurs probl\u00e8mes sociaux. J\u2019ai rapidement appris \u00e0 faire la diff\u00e9rence entre les \u00c9tats parlant de politiques et de valeurs g\u00e9n\u00e9rales, ceux \u00e9num\u00e9rant diff\u00e9rentes lois et programmes, et ceux qui ne se contentaient pas de nommer ces actions, mais mentionnaient \u00e9galement des r\u00e9sultats d\u00e9taill\u00e9s.<\/p><p>Il \u00e9tait \u00e9galement int\u00e9ressant de voir comment les \u00c9tats ont g\u00e9r\u00e9 la guerre en Ukraine ; certains l&#039;appellent \u00ab la guerre d&#039;agression de la Russie contre l&#039;Ukraine \u00bb, d&#039;autres parlent simplement de \u00ab tensions g\u00e9opolitiques \u00bb ou l&#039;ignorent compl\u00e8tement. Mais \u00e0 d\u2019autres \u00e9gards \u00e9galement, les \u00c9tats se sont attaqu\u00e9s les uns les autres plus ou moins directement, comme Cuba accusant les sanctions en cours d\u2019\u00eatre responsables de ses probl\u00e8mes sociaux, et les \u00c9tats africains s\u2019en prenant aux \u00c9tats d\u00e9velopp\u00e9s, critiquant les promesses d\u2019aide financi\u00e8re sans grandes cons\u00e9quences.<\/p><p>Il \u00e9tait \u00e9vident que les r\u00e9unions de la Commission auxquelles j&#039;ai assist\u00e9 \u00e9taient principalement destin\u00e9es \u00e0 des fins publiques, en particulier le dernier jour, lorsque les projets de r\u00e9solution ont \u00e9t\u00e9 adopt\u00e9s et que les \u00c9tats membres ont fait leurs d\u00e9clarations. Le v\u00e9ritable travail et les n\u00e9gociations plus cons\u00e9quentes, comme la r\u00e9daction de ces r\u00e9solutions, se sont d\u00e9roul\u00e9s l\u00e0 o\u00f9 le public et nous, les ONG, ne pouvons pas regarder et \u00e9couter. N\u00e9anmoins, je suis heureux qu\u2019ils aient eu lieu. Bien s\u00fbr, il y a des choses dans les r\u00e9solutions que la soci\u00e9t\u00e9 civile aurait pr\u00e9f\u00e9r\u00e9 diff\u00e9remment, mais il y a une certaine influence de la soci\u00e9t\u00e9 civile sur les rapports.<\/p><p>Cependant, l&#039;un des meilleurs moments de mon stage a \u00e9t\u00e9 le lundi de la deuxi\u00e8me semaine, lorsque j&#039;ai pu lire une d\u00e9claration au nom de l&#039;ONG aux \u00c9tats membres. Le repr\u00e9sentant des jeunes qui l&#039;avait r\u00e9dig\u00e9 ne pouvait pas venir \u00e0 New York, alors s\u0153ur Janet m&#039;a demand\u00e9 de le remettre. Apr\u00e8s l&#039;avoir parcouru plusieurs fois afin de pouvoir respecter la limite de trois minutes, ce fut une exp\u00e9rience enrichissante de le lire sans tr\u00e9bucher. Avec d&#039;autres repr\u00e9sentants d&#039;ONG que j&#039;ai rencontr\u00e9s la semaine derni\u00e8re et qui ont \u00e9galement fait des d\u00e9clarations, j&#039;ai pass\u00e9 un bon moment.<\/p><p>Je me suis vraiment fait un certain nombre d&#039;amis \u00e0 la Conf\u00e9rence, et pas seulement avec les gens de ma propre ONG. Avoir l\u2019objectif commun de convaincre les \u00c9tats membres de tenir leurs promesses nous a vraiment connect\u00e9s, et nous avons eu l\u2019impression de former une grande \u00e9quipe. J&#039;ai rencontr\u00e9 de nombreuses personnes vraiment inspirantes avec de belles histoires. Cela a \u00e9galement rendu les \u00e9v\u00e9nements parall\u00e8les tr\u00e8s int\u00e9ressants ; ils \u00e9taient moins politiques en ce qui concerne les promesses bien articul\u00e9es et plus ambitieux en montrant des probl\u00e8mes clairs et des solutions possibles.<\/p><p>Mais aussi, en dehors de CSocD61, j&#039;ai pass\u00e9 deux superbes semaines. J&#039;ai pass\u00e9 du temps avec s\u0153ur Cynthia ou d&#039;autres stagiaires, et j&#039;ai fait pas mal de tourisme lorsque je n&#039;\u00e9tais pas au si\u00e8ge de l&#039;ONU. La ville de New York est vraiment une ville fascinante avec de nombreux endroits formidables, mais l&#039;ONU est pour moi le plus fascinant. Passer du temps l\u00e0-bas, observer la politique internationale se faire et le droit international se d\u00e9velopper lentement est une exp\u00e9rience dont r\u00eave tout \u00e9tudiant en droit int\u00e9ress\u00e9 par le droit international et public.
