O Secret\u00e1rio-Geral divulgou um relat\u00f3rio para a 59\u00aa Comiss\u00e3o de Desenvolvimento Social sobre o tema priorit\u00e1rio: \u201cTransi\u00e7\u00e3o socialmente justa para o desenvolvimento sustent\u00e1vel: o papel das tecnologias digitais no desenvolvimento social e no bem-estar de todos\u201d.<\/em><\/p>

Ao longo do relat\u00f3rio, o Secret\u00e1rio-Geral abordou a necessidade de um movimento socialmente justo em dire\u00e7\u00e3o ao \u201cdesenvolvimento inclusivo, equitativo, resiliente e sustent\u00e1vel\u201d no contexto das tecnologias digitais.<\/p>

O Secret\u00e1rio-Geral afirmou que a tecnologia digital tem o potencial de proporcionar novas oportunidades para alcan\u00e7ar tr\u00eas dos principais Objectivos de Desenvolvimento Social, incluindo: erradicar a pobreza, promover o emprego pleno e produtivo e promover a inclus\u00e3o social. No entanto, a utiliza\u00e7\u00e3o da tecnologia digital para alcan\u00e7ar o desenvolvimento social apresenta a quest\u00e3o da exclus\u00e3o digital. Apenas 53,6% da popula\u00e7\u00e3o mundial utiliza a Internet, restando pouco menos de metade sem Internet.<\/p>

O Secret\u00e1rio-Geral sublinhou que \u201cn\u00e3o deixar ningu\u00e9m para tr\u00e1s significa n\u00e3o deixar ningu\u00e9m offline\u201d. Ele tamb\u00e9m sugeriu que \u201cironicamente, aqueles que est\u00e3o do lado errado da exclus\u00e3o digital s\u00e3o frequentemente os grupos sociais cujo bem-estar poderia ser mais melhorado por essas tecnologias\u201d.<\/p>

O Secret\u00e1rio-Geral abordou as quatro grandes categorias da exclus\u00e3o digital, incluindo: acesso, acessibilidade, compet\u00eancias e sensibiliza\u00e7\u00e3o.<\/strong><\/p>

Em termos de acesso, o Secret\u00e1rio-Geral enfatizou a import\u00e2ncia do sector privado, nos seus esfor\u00e7os para aumentar a infra-estrutura de TIC, especialmente em \u00e1reas rurais e remotas. Bangladesh e Mianmar aumentaram o alcance da banda larga de 10% para 90%, abrindo a concorr\u00eancia no mercado.<\/p>

Para eliminar a exclus\u00e3o digital, o acesso tecnol\u00f3gico tem de ser acess\u00edvel. Em \u00c1frica, o pre\u00e7o m\u00e9dio da banda larga fixa \u00e9 de 64 por cento do rendimento m\u00e9dio do continente. Para combater este problema, lugares como a Col\u00f4mbia implementaram programas de subs\u00eddios para fam\u00edlias de baixos rendimentos.<\/p>

O Secret\u00e1rio-Geral mencionou que outra barreira \u00e0 exclus\u00e3o digital s\u00e3o as compet\u00eancias. O Secret\u00e1rio-Geral disse que as escolas est\u00e3o no centro dos esfor\u00e7os para educar os indiv\u00edduos em compet\u00eancias e profici\u00eancia digital.<\/p>

Por \u00faltimo, a sensibiliza\u00e7\u00e3o \u00e9 tamb\u00e9m uma barreira \u00e0 exclus\u00e3o digital. Existem poucos incentivos para entrar online devido \u00e0 escassez de conte\u00fado relevante online. Incentivar a diversidade de conte\u00fados online ajudar\u00e1 no processo de redu\u00e7\u00e3o da exclus\u00e3o digital.<\/p>

A IBVM\/CJ concentrou a sua Declara\u00e7\u00e3o Oral no CSocD59 na quest\u00e3o do acesso \u00e0 educa\u00e7\u00e3o de qualidade e na sua liga\u00e7\u00e3o ao acesso \u00e0 tecnologia digital. O IBVM\/CJ recolheu informa\u00e7\u00f5es da rede local sobre a sua experi\u00eancia sobre o impacto do acesso desigual \u00e0 tecnologia digital no acesso \u00e0 educa\u00e7\u00e3o de qualidade.<\/p>

Relataram que durante a COVID-19, a educa\u00e7\u00e3o foi colocada online, o que teve impactos positivos sobre aqueles que t\u00eam acesso \u00e0 tecnologia digital. No entanto, aqueles que n\u00e3o t\u00eam acesso \u00e0 tecnologia digital enfrentam ainda mais desigualdades.
