Em julho deste ano, tr\u00eas de n\u00f3s, Giovanna Muha CJ, Sarah Rudolph IBVM e eu participamos do HLPF nas Na\u00e7\u00f5es Unidas. Ent\u00e3o, o que s\u00e3o essas siglas e este F\u00f3rum sobre ….<\/p>

O F\u00f3rum Pol\u00edtico de Alto N\u00edvel das Na\u00e7\u00f5es Unidas sobre o Desenvolvimento Sustent\u00e1vel (HLPF) em 2023 foi realizado de segunda-feira, 10 de julho, a quarta-feira, 19 de julho de 2023, sob os ausp\u00edcios do Conselho Econ\u00f3mico e Social. Isto inclui o segmento ministerial de tr\u00eas dias do f\u00f3rum, de 17 a 19 de julho de 2023, como parte do segmento de alto n\u00edvel do Conselho. O \u00faltimo dia do Segmento de Alto N\u00edvel do ECOSOC foi quinta-feira, 20 de julho de 2023.<\/p>

O tema foi \u201cAcelerar a recupera\u00e7\u00e3o da doen\u00e7a coronav\u00edrus (COVID-19) e a plena implementa\u00e7\u00e3o da Agenda 2030 para o Desenvolvimento Sustent\u00e1vel em todos os n\u00edveis\u201d.<\/p>

Ent\u00e3o, o que \u00e9 o HLPF? O F\u00f3rum Pol\u00edtico de Alto N\u00edvel das Na\u00e7\u00f5es Unidas sobre o Desenvolvimento Sustent\u00e1vel \u00e9 o instrumento atrav\u00e9s do qual as Na\u00e7\u00f5es Unidas analisam o progresso dos Objectivos de Desenvolvimento Sustent\u00e1vel 2030. \u00c9 realizado sob os ausp\u00edcios da Comiss\u00e3o Econ\u00f3mica e Social. Os Estados-Membros adotam declara\u00e7\u00f5es negociadas, analisam o compromisso e o progresso da Agenda 2030 para o Desenvolvimento Sustent\u00e1vel. O F\u00f3rum substituiu a Comiss\u00e3o sobre Desenvolvimento Sustent\u00e1vel em 24 de Setembro de 2013.<\/p>

O HLPF em 2023 analisou em profundidade os Objectivos 6 sobre \u00e1gua pot\u00e1vel e saneamento, 7 sobre energia limpa e acess\u00edvel, 9 sobre ind\u00fastria, inova\u00e7\u00e3o e infra-estruturas, 11 sobre cidades e comunidades sustent\u00e1veis e 17 sobre parcerias para os Objectivos.<\/p>

Assim, como cheguei e encontrei as nossas representantes das ONGs da ONU, Janet Palafox ibvm e Cynthia Mathew cj, uma semana antes do F\u00f3rum, pudemos marcar reuni\u00f5es com a Miss\u00e3o Permanente do nosso pr\u00f3prio pa\u00eds. \u00c9 claro que, antes de chegar a Nova Iorque, estudei o relat\u00f3rio 365 do Governo irland\u00eas. Era \u00f3bvio que a Irlanda est\u00e1 realmente a progredir em toda a \u00e1rea dos ODS. No entanto, havia tr\u00eas pontos que gostaria de abordar junto do governo irland\u00eas.<\/p>

Conseguimos ter uma reuni\u00e3o muito informativa com o Representante Permanente da Irlanda junto da ONU, Embaixador Fergal Mythen, na qual pude apresentar as minhas preocupa\u00e7\u00f5es. Antes de terminar as discuss\u00f5es de uma hora, o Embaixador aceitou um convite para visitar algumas das nossas escolas quando regressasse \u00e0 Irlanda. O Embaixador Mythen tamb\u00e9m me convidou para uma reuni\u00e3o com ONGs irlandesas participantes do HLPF que aconteceria na semana seguinte com o nosso ministro do Meio Ambiente e Transportes, Eamonn Ryan TD. Foi tamb\u00e9m um exerc\u00edcio muito produtivo, onde Janet e eu conhecemos muitos irlandeses envolvidos nos ODS, que inclu\u00edam entre eles jovens envolvidos na elabora\u00e7\u00e3o de relat\u00f3rios nas Na\u00e7\u00f5es Unidas ou que l\u00e1 trabalhavam como estagi\u00e1rios.<\/p>

Fiquei realmente maravilhado todos os dias enquanto o F\u00f3rum real acontecia e testemunh\u00e1vamos os v\u00e1rios pa\u00edses reportando aos outros 197 pa\u00edses, uma mem\u00f3ria inesquec\u00edvel. Aguardava ansiosamente que todas as noites a JCOR (Coliga\u00e7\u00e3o de Justi\u00e7a dos Religiosos) facilitasse a todos os religiosos que se reunissem e partilhassem a sua experi\u00eancia do dia. Achei este um momento muito enriquecedor, pois conhecemos religiosos de todos os continentes e todos com um objetivo comum e pessoas com ideias semelhantes.<\/p>

Ainda guardo a experi\u00eancia de tantos pa\u00edses que se reuniram para promover o desenvolvimento dos ODS. Quando a semana chegou ao fim, senti pela primeira vez que compreendi completamente, em algum n\u00edvel, o que s\u00e3o as Na\u00e7\u00f5es Unidas. Tamb\u00e9m senti um grande desejo de trazer de volta \u00e0 Irlanda a minha nova compreens\u00e3o e entusiasmo.<\/p>

Desde ent\u00e3o recebi a not\u00edcia de que o Embaixador Mythen nos visitar\u00e1 em Outubro e estou a contactar os interessados em envolver-se nas Sociedades Civis. Agora esse \u00e9 um outro relat\u00f3rio sobre novas conex\u00f5es e amizades formadas em Nova York, bem, isso tamb\u00e9m fica para outro dia\u2026…<\/p>
