Tr\u00eas membros dos delegados da Prov\u00edncia da Espanha da IBVM compareceram em nosso nome, Marta Santos, sua atual Representante Provincial da ONU, Cecilia O&#039;Dwyer ibvm, a antiga Representante de ONGs na ONU e Maria Llinas, a atual Diretora da Fundacion Kambia. Agradecemos a eles por comparecerem e fazerem uma interven\u00e7\u00e3o em nosso nome.<\/p><p>O F\u00f3rum Social \u00e9 uma reuni\u00e3o anual organizada pelo Conselho de Direitos Humanos como um espa\u00e7o \u00fanico para di\u00e1logo aberto e interativo entre a sociedade civil, representantes de Estados-Membros e organiza\u00e7\u00f5es intergovernamentais. O tema escolhido pelo Conselho este ano focou na contribui\u00e7\u00e3o do financiamento para o desenvolvimento para o avan\u00e7o de todos os direitos humanos para todos em prepara\u00e7\u00e3o para a 4\u00aa Confer\u00eancia de Financiamento para o Desenvolvimento que acontecer\u00e1 no final de junho \u2013 in\u00edcio de julho de 2025.<\/p><p>The forum discussed issues relating to the challenges and inequalities of the current international financial and trade systems from a human rights lens. The Council published their key recommendations &#8220;<a href=\"https:\/\/ibvmunngo.org\/wp-content\/uploads\/2025\/01\/ohchr-key-message-18-jan-HRC-intersessional.pdf\">Integrating Human Rights into the International Financial Architecture Reforms<\/a>&#8221; calling on Member States to &#8220;put human rights at the heart of the international financial, debt and tax architecture.&#8221; The programme of work featured Panels of experts on key issues such as:<\/p><p>\u2022 Coopera\u00e7\u00e3o Internacional para o Desenvolvimento<br \/>\u2022 O com\u00e9rcio internacional como motor do desenvolvimento<br \/>\u2022 D\u00edvida e Sustentabilidade da D\u00edvida<br \/>\u2022 Mobiliza\u00e7\u00e3o de Recursos Dom\u00e9sticos<br \/>\u2022 Neg\u00f3cios Privados e Finan\u00e7as Nacionais e Internacionais<\/p><p>Marta fez uma interven\u00e7\u00e3o (Declara\u00e7\u00e3o oral) em espanhol nos Di\u00e1logos Interativos sobre Coopera\u00e7\u00e3o para o Desenvolvimento Internacional e Mobiliza\u00e7\u00e3o de Recursos Dom\u00e9sticos. Nosso foco continua na incapacidade das na\u00e7\u00f5es, especialmente do sul global, de progredir nos ODS devido ao sistema internacional que limita sua capacidade de levantar recursos dom\u00e9sticos por meio de impostos justos e acesso a um sistema financeiro internacional justo. Os resumos de nossos apelos de advocacy est\u00e3o abaixo:<\/p><p><strong>Coopera\u00e7\u00e3o Internacional para o Desenvolvimento:<\/strong><br \/>Apelamos a uma Conven\u00e7\u00e3o das Na\u00e7\u00f5es Unidas sobre Coopera\u00e7\u00e3o Internacional para o Desenvolvimento que:<br \/>\u2022 Dotar o F\u00f3rum das Na\u00e7\u00f5es Unidas para a Coopera\u00e7\u00e3o para o Desenvolvimento com autoridade para definir normas e regras sobre o uso e o fluxo da coopera\u00e7\u00e3o para o desenvolvimento e democratizar a governan\u00e7a da Coopera\u00e7\u00e3o Internacional para o Desenvolvimento (IDC).<br \/>\u2022 Reformular a narrativa em torno do IDC de uma narrativa de caridade para uma de justi\u00e7a e repara\u00e7\u00f5es, reconhecendo e abordando injusti\u00e7as hist\u00f3ricas.<br \/>\u2022 Estabelecer a meta da ONU de 0,7% do PIB como um piso para o montante de ajuda, ao mesmo tempo em que reconhece os trilh\u00f5es em ajuda n\u00e3o cumprida e compromissos de APD como uma d\u00edvida para com o Sul Global.<br \/>\u2022 Garantir a universaliza\u00e7\u00e3o dos princ\u00edpios de efic\u00e1cia do desenvolvimento.<br \/>\u2022 Concentrar a APD na erradica\u00e7\u00e3o da pobreza e no combate \u00e0 desigualdade, revertendo o atual desvio dessa ajuda.<\/p><p><strong>Mobiliza\u00e7\u00e3o de Recursos Dom\u00e9sticos:<\/strong><br \/>Acreditamos que uma Conven\u00e7\u00e3o-Quadro das Na\u00e7\u00f5es Unidas sobre Coopera\u00e7\u00e3o Fiscal Internacional (CQCT) \u00e9 uma oportunidade fundamental para criar um sistema tribut\u00e1rio global mais justo e inclusivo que ajude todos os pa\u00edses, especialmente os pa\u00edses em desenvolvimento, a mobilizar recursos p\u00fablicos nacionais.<br \/>Apelamos aos Estados-membros da ONU para que:<br \/>\u2022 Apoiar os Termos de Refer\u00eancia para negociar uma nova Conven\u00e7\u00e3o-Quadro sobre Coopera\u00e7\u00e3o Fiscal Internacional e envolver-se construtivamente nessa negocia\u00e7\u00e3o.<br \/>\u2022 Reafirmam seu compromisso com \u201csistemas tribut\u00e1rios progressivos\u201d, em conformidade com a Agenda de A\u00e7\u00e3o de Adis Abeba (AAAA), levando em considera\u00e7\u00e3o quest\u00f5es de g\u00eanero e buscando corrigir os desequil\u00edbrios que afetam os pa\u00edses em desenvolvimento.<br \/>\u2022 Alinhar as pol\u00edticas p\u00fablicas com os ODS e promover investimentos que impulsionem o desenvolvimento sustent\u00e1vel e reduzam as desigualdades.<br \/>\u2022 Permitir a participa\u00e7\u00e3o das organiza\u00e7\u00f5es da sociedade civil nos processos pol\u00edticos e econ\u00f3micos, favorecendo o desenvolvimento de institui\u00e7\u00f5es inclusivas e de qualidade que garantam um desenvolvimento econ\u00f3mico sustentado e equitativo.<\/p><p>Leia as Declara\u00e7\u00f5es Orais completas em ingl\u00eas e espanhol abaixo:<br \/><a href=\"https:\/\/ibvmunngo.org\/wp-content\/uploads\/2025\/01\/Oral-Statement-AOD_HRSocialForum.pdf\">Coopera\u00e7\u00e3o Internacional para o Desenvolvimento<\/a><br \/><a href=\"https:\/\/ibvmunngo.org\/wp-content\/uploads\/2025\/01\/Domestic-resources-mobilization-oral-statement_HRSocialForum.pdf\">Mobiliza\u00e7\u00e3o de Recursos Dom\u00e9sticos<\/a><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>The 2024 Social Forum of the United Nations Human Rights Council was held from 31 October &#8211; 01 November at the Palais des Nations in Geneva.
