The twenty-fifth session of the United Nations Permanent Forum on Indigenous Issues (UNPFII) opened not with the customary procedural formalities, but with song, ceremony, and the living presence of people whose roots in this land stretch back long before the institution that now gathered to hear them.

Representatives of the Onondaga Nation, one of the founding nations of the Haudenosaunee Confederacy, entered the hall in their traditional cultural attire, garments that carry within their design centuries of identity, memory, and sovereignty. Their voices rose in ceremonial song, accompanied by the resonant rhythm of traditional instruments, filling the vast chamber with a sound that was neither performance nor spectacle, but testimony. A formal traditional ceremony followed, after which the Traditional Chief of the Onondaga Nation addressed those assembled, grounding the proceedings in the living reality of his people before any agenda item was called. It was a deliberate and dignified act, a reminder that this Forum exists not merely as a mechanism of policy, but as a space of accountability to those whose lives, lands, and futures are at its very center. The Chair then formally opened the session with the sounding of a gong, marking the beginning of what would prove to be a profoundly significant day.

The first order of business was the election of the Bureau. The floor was extended to Mr. Rodrigo, a distinguished member of the Forum, who guided the process with measured authority. The Forum’s members proceeded to re-elect the Chair by acclamation, a gesture of consensus as much as procedure. Ms. Aluki Kotierk was thereafter confirmed in her role and took her place at the podium, from which she would lead the session with remarkable conviction. The agenda was formally adopted, and the stage was set.

Chair Kotierk’s opening address was not a speech of occasion but was a call to conscience. She began by acknowledging the weight and meaning of this twenty-fifth session, noting that over a quarter of a century, Indigenous Peoples around the world have labored tirelessly to bring change through this very platform. Yet she did not allow the anniversary to become a moment of complacency. As geopolitical tensions continue to intensify across the globe, she observed, their consequences are borne most acutely by those already made most vulnerable and Indigenous Peoples are among them. The impact of armed conflict on Indigenous communities, she stated with clarity, must no longer be treated as a peripheral concern. She urged Member States to recognize human rights violations against Indigenous Peoples as a matter of the highest priority and called upon the international community to strengthen its commitment to multilateralism in the service of Indigenous rights. The United Nations’ own system-wide action plan, she emphasized, must be activated with genuine political will, not merely endorsed on paper. To the Indigenous youth present in the hall, she turned with unmistakable warmth, expressing her deep pleasure at their presence and her conviction that twenty years from now, the world will look upon this generation of Indigenous young people with profound admiration.

The Secretary-General of the United Nations was then invited to address the Forum. He affirmed with eloquence what Indigenous communities have long known and long said: that they are among the greatest guardians of the natural world, stewards of biodiversity and ecological wisdom that no institution has yet been able to replicate. The Permanent Forum, he underscored, exists as a singular and irreplaceable space for Indigenous rights to find their rightful place in the global order. He spoke about the climate crisis in terms that echoed the language of Indigenous peoples themselves, that the Earth, in its distress, is issuing a call for help, and that the world must finally listen.

The President of the General Assembly followed with a statement that drew pointed attention to one of the most troubling dimensions of this session’s theme: the disproportionately high mortality rates suffered by Indigenous women. In the intersection of gender and indigeneity, the failures of health systems and the consequences of conflict are made most visible and most devastating. Her remarks set a tone of urgency that would persist throughout the day.

Mr. Lok Bahadur, President of the Economic and Social Council, delivered remarks that were both scholarly and deeply humanising. He acknowledged that Indigenous Peoples have maintained systems of governance that have endured across centuries systems built on relationships with the land, with community, and with the cosmos that no colonial interruption has been able to fully extinguish. Yet he was equally frank about the injustices that persist: the denial of rights, the denial of opportunity, and the systematic exclusion that this Forum was established precisely to dismantle. His reflections on health were particularly resonant. For Indigenous Peoples, he observed, health is not a matter of clinics and prescriptions alone; it is bound to the integrity of the land, to the freedom of self-determination, and to the continuity of culture. A truly just approach to Indigenous health, he argued, must be holistic and rights-based, recognizing these interconnections rather than reducing wellbeing to a question of service delivery. The shared responsibility of every Member State and every UN body, he concluded, is to ensure that Indigenous Peoples are not merely spoken about in these halls but fully empowered within them.

Additionally, Her Excellency Mary Simon, Governor General of Canada and the country’s first Indigenous Governor General addressed a distinction that lent her presence in this hall a particular and powerful significance. Rather than speak in abstractions, Her Excellency chose to ground her remarks in a story the story of a young medical student from her own region, who had been compelled to leave her community at a very young age in pursuit of an education that her home could not provide. At the age of fifteen, this young woman found herself in a medical consultation with a doctor who did not speak her language, navigating a moment of vulnerability and disconnection that no patient should ever face. Yet rather than become a story of loss, it became a story of transformation. Today, that same young woman is an advocate, a presence in youth programmes, a voice urging more Indigenous people to enter the field of medicine and to change it from within. Her Excellency drew from this story a conclusion both simple and profound: that education is the key that unlocks all possibilities. It was a fitting note on which to close the formal addresses of the day.

With the high-level statements concluded, the session was formally adjourned for the day. What had unfolded over these hours was more than an opening ceremony, it was a statement of purpose. Twenty-five years since its establishment, the United Nations Permanent Forum on Indigenous Issues remains a space where the oldest voices on this earth are heard in the halls of the newest institution built to serve them. The days ahead will be demanding, the issues complex, and the stakes considerable. But as the Onondaga songs still seemed to linger in the air of that great hall, there was in the room a quiet but unmistakable sense that this gathering matters.

Autor: Tejaswi Siwakoti, Youth Intern, Nepal

Opening Session, United Nations Headquarters, New York “Ensuring Indigenous Peoples’ Health, Including in the Context of Conflict” On the morning of 20 April 2026, the General Assembly Hall of the United Nations Headquarters in New York became the site of something rare in international diplomacy, a convergence of ancient tradition and global governance.
