Foi relatado pelo Clube dos Prisioneiros Palestinianos que sessenta por cento das crian\u00e7as palestinianas que s\u00e3o presas pela ocupa\u00e7\u00e3o israelita s\u00e3o torturadas verbal, f\u00edsica ou psicologicamente. Outras partes do mundo v\u00eaem migrantes e refugiados torturados durante a deten\u00e7\u00e3o e deixados a sofrer em centros de deten\u00e7\u00e3o, onde s\u00e3o sujeitos a todo o tipo de abusos. Estes factos alarmantes levam-me \u00e0 reuni\u00e3o do Terceiro Comit\u00e9, na Sede das Na\u00e7\u00f5es Unidas, onde os Estados-membros se re\u00fanem para discutir pontos da agenda relacionados com uma s\u00e9rie de assuntos sociais, humanit\u00e1rios e quest\u00f5es de direitos humanos que afectam pessoas em todo o mundo.<\/p><p>Foram ouvidas declara\u00e7\u00f5es do Presidente do Comit\u00ea contra a Tortura, do Presidente do Subcomit\u00ea de Preven\u00e7\u00e3o da Tortura (SPT) e do Relator Especial sobre tortura e outros tratamentos ou penas cru\u00e9is, desumanos ou degradantes, seguidas de respostas a perguntas dos Estados membros. O sentimento geral da reuni\u00e3o centrou-se nas medidas, pol\u00edticas e a\u00e7\u00f5es preventivas que est\u00e3o a ser tomadas para resolver a exist\u00eancia da tortura a n\u00edvel mundial. A conversa em torno da tortura existe no contexto dos direitos humanos. A tortura \u00e9 a viola\u00e7\u00e3o definitiva da dignidade inerente de uma pessoa. Embora tenham sido tomadas medidas sem precedentes para erradicar a tortura, esta continua a ser praticada com impunidade em todo o mundo, como podemos ver \u00e0 luz dos acontecimentos recentes. As declara\u00e7\u00f5es feitas pelos Presidentes e pelo Relator real\u00e7aram a responsabilidade partilhada por todos de defender a promessa da dignidade humana para todos, abordando e abolindo este acto desumanizador.<\/p><p dir=\"ltr\">A import\u00e2ncia dos mecanismos de preven\u00e7\u00e3o foi trazida \u00e0 aten\u00e7\u00e3o dos Estados-Membros, com a necessidade de implementar as estrat\u00e9gias propostas pelo Protocolo Opcional \u00e0 Conven\u00e7\u00e3o contra a Tortura como um catalisador vital da mudan\u00e7a. O Presidente do SPT enfatizou que \u00e9 necess\u00e1rio dar mais aten\u00e7\u00e3o \u00e0s implementa\u00e7\u00f5es pr\u00e1ticas das recomenda\u00e7\u00f5es feitas em todo o sistema das Na\u00e7\u00f5es Unidas, com especial aten\u00e7\u00e3o voltada para a pol\u00edtica de preven\u00e7\u00e3o, para que haja menos oportunidades para a ocorr\u00eancia de tortura e outros atos desumanos. No seu relat\u00f3rio, o Relator enfatizou a necessidade de os Estados ratificarem legisla\u00e7\u00e3o que cumpra as leis internacionais contra a tortura. Atrav\u00e9s disto, lembrou aos Estados-membros que t\u00eam o dever de estabelecer mecanismos e protocolos nacionais de preven\u00e7\u00e3o em todas as dimens\u00f5es da sociedade. A recomenda\u00e7\u00e3o mais importante que fez foi que os Estados precisam de desenvolver caminhos seguros e sustent\u00e1veis para a migra\u00e7\u00e3o regular, para que sejam protegidos de serem tratados de forma desumana, for\u00e7ados a seguir rotas ilegais e, consequentemente, de serem v\u00edtimas de redes criminosas. \u00c0 luz da actual crise de migrantes e refugiados, foi sublinhado que a deten\u00e7\u00e3o prolongada de migrantes n\u00e3o deveria ocorrer, uma vez que estas condi\u00e7\u00f5es s\u00e3o vulner\u00e1veis a ambientes de tratamento de tortura. A dignidade humana do migrante \u00e9 essencial.
