O tema priorit\u00e1rio &#8220;Habita\u00e7\u00e3o Acess\u00edvel e Sistemas de Prote\u00e7\u00e3o Social para Todos para abordar o problema dos sem-abrigo&#8221; reconhece que a situa\u00e7\u00e3o de sem-abrigo afeta todos os pa\u00edses, tanto no Norte como no Sul Global. A declara\u00e7\u00e3o da Sociedade Civil afirma que um lar seguro \u00e9 a base de todas as necessidades humanas.
