Muitos est\u00e3o na linha da frente para proteger os direitos dos refugiados da Ucr\u00e2nia e dos migrantes na fronteira dos EUA.<\/p><p>Estamos conscientes das lutas dos migrantes e refugiados, especialmente quando o mundo enfrenta a pandemia, a guerra, as altera\u00e7\u00f5es clim\u00e1ticas, a crise econ\u00f3mica, e assim por diante, que obrigam as pessoas a se moverem. De acordo com o Relat\u00f3rio sobre a Migra\u00e7\u00e3o Mundial de 2022 da Organiza\u00e7\u00e3o Internacional para as Migra\u00e7\u00f5es (OIM), a estimativa global atual \u00e9 que havia cerca de 281 milh\u00f5es de migrantes internacionais no mundo em 2020, o que equivale a 3,6 por cento da popula\u00e7\u00e3o global.<\/p><p>Em 2018, os l\u00edderes mundiais reuniram-se para encontrar solu\u00e7\u00f5es que tornem a migra\u00e7\u00e3o segura, ordenada e regular. O <a href=\"https:\/\/migrationnetwork.un.org\/sites\/g\/files\/tmzbdl416\/files\/docs\/gcm.pdf\">Pacto Global para uma Migra\u00e7\u00e3o Segura, Ordenada e Regular<\/a> (GCM) \u00e9 um acordo internacional adotado em dezembro de 2018. Sendo o primeiro quadro global para a governa\u00e7\u00e3o da migra\u00e7\u00e3o, visa aumentar a colabora\u00e7\u00e3o internacional em todos os aspetos relacionados com a migra\u00e7\u00e3o, incluindo os direitos humanos, as necessidades humanit\u00e1rias e o desenvolvimento.<\/p><p>Em 2022, quatro anos ap\u00f3s a ado\u00e7\u00e3o do Pacto Global para a Migra\u00e7\u00e3o, os governos, as partes interessadas e o sistema das Na\u00e7\u00f5es Unidas reuniram-se para discutir os sucessos e desafios da implementa\u00e7\u00e3o deste quadro cooperativo. O primeiro F\u00f3rum Internacional sobre Migra\u00e7\u00f5es (IMRF) teve lugar na Assembleia Geral em Nova Iorque, de 17 a 20 de Maio, para analisar os progressos alcan\u00e7ados a n\u00edvel local, nacional, regional e global na implementa\u00e7\u00e3o do GCM.<\/p><p>O IMRF 2022 consistiu em quatro mesas redondas interativas com m\u00faltiplas partes interessadas; um di\u00e1logo pol\u00edtico; e uma reuni\u00e3o plen\u00e1ria. Houve uma Declara\u00e7\u00e3o de Progresso acordada intergovernamentalmente (<a href=\"https:\/\/view.officeapps.live.com\/op\/view.aspx?src=https%3A%2F%2Fjcor2030.org%2Fwp-content%2Fuploads%2F2022%2F05%2FIMRF_Progress_Declaration_REV4_9_May_2022_FINAL.docx&amp;wdOrigin=BROWSELINK\">veja Rev4<\/a>). Este documento \u00e9 o resultado formal do IMRF. Embora n\u00e3o seja juridicamente vinculativo para os Estados-Membros da ONU, a sua an\u00e1lise dos progressos e das defici\u00eancias da implementa\u00e7\u00e3o do GCM ao longo dos \u00faltimos quatro anos e as suas a\u00e7\u00f5es recomendadas servem de base para a pol\u00edtica de migra\u00e7\u00e3o e advocacia desde o n\u00edvel global at\u00e9 ao n\u00edvel local at\u00e9 ao pr\u00f3ximo IMRF.<\/p><p>A sociedade civil de todo o mundo estava bem organizada na prepara\u00e7\u00e3o para o IMRF. As consultas regionais e nacionais decorreram a v\u00e1rios n\u00edveis. Antes do IMRF, no dia 15 de maio, representantes da sociedade civil de todo o mundo reuniram-se em Nova Iorque e online para participar no IMRF <a href=\"https:\/\/csactioncommittee.org\/civil-society-preparatory-day\/\">Dia Preparat\u00f3rio da Sociedade Civil<\/a> (CSPD).<\/p><p>A CSPD pretendia permitir que os participantes do IMRF da sociedade civil estivessem plena e adequadamente preparados para participar nas discuss\u00f5es do IMRF de uma forma coesa e organizada. Representou o culminar de um processo de um ano de sess\u00f5es preparat\u00f3rias da sociedade civil, di\u00e1logos de defesa e consultas iniciados em meados de 2021. A sess\u00e3o da manh\u00e3 do CPSD analisou os quatro anos de implementa\u00e7\u00e3o do GCM desde que foi adoptado em 2018. Os relat\u00f3rios regionais dos representantes da sociedade civil basearam-se nas discuss\u00f5es e conclus\u00f5es dos processos de revis\u00e3o regional do GCM para identificar lacunas e desafios e reagir ao projecto de Progresso Declara\u00e7\u00e3o.<\/p><p>Embora o primeiro IMRF tenha terminado, h\u00e1 muito mais a fazer para proteger os direitos de todos os migrantes em todo o mundo.
